British Telecom looks at NZ local-calling model

While Telecom NZ claim that the Kiwi share provision is crippling
the profitability of providing local-calling to its subscribers,
British Telecom are contemplating a move away from "per-call" billing
to a system just like ours.
Paradoxicaly, this move is being considered as a result of competition within the UK market. It is anticipated that such a move would lead to significantly increased levels of Internet use within the UK as users weren't faced with a two-tier set of charges for access.
